Testing of portable electrical equipment

What gets tested
The test follows DIN VDE 0701-0702 and covers four steps that build on one another:
- Inspecting: housing, supply lead, plug, strain relief, controls, markings and warning notices. A large share of defects is found at this stage.
- Measuring: protective conductor resistance, insulation resistance, protective conductor or touch current, and where required substitute leakage current. Measurements are taken with calibrated instruments.
- Functional testing: switches, emergency stop, indicators, protective devices.
- Assessing and documenting: result, measured values, next due date. Only then is the test legally usable.
Who it is for
For every business that uses electrical work equipment, which in practice means every business. It is particularly worthwhile wherever many small devices stand close together: practices, studios, hairdressers, catering, workshops, offices.
Why this is not a formality
DGUV Vorschrift 3 is an accident prevention regulation and therefore binding on business owners. The German Ordinance on Industrial Safety and Health (BetrSichV) additionally requires work equipment to be tested at recurring intervals. If damage occurs and no documented test can be produced, that can have consequences under insurance law, regardless of whether the device was actually the cause.

FAQ
Questions about this service
How often does testing have to take place?
The interval follows from the risk assessment. DGUV Information 203-071 gives guide values: in office and practice environments usually 24 months, on building sites and in harsh conditions three months. We propose the interval for each group of devices and record it in the report.
What actually counts as portable electrical equipment?
Any device that can be moved during operation or easily taken to another place while the supply lead stays connected. So extension leads, multi-way adaptors, power supplies, kettles, hairdryers, treatment devices on castors, office equipment.
Do we have to close the business for this?
No. We work device by device and need each one for only a few minutes. We schedule appointments for quiet periods or closing days.
What happens if a device fails?
The device is marked and must not be used again until it has been repaired. You receive the description of the defect in the report and can decide whether to repair or replace it.
Is a visual inspection by our own staff enough?
No. A visual inspection by employees is sensible and complements the process, but it does not replace the recurring test by a qualified electrical specialist (Elektrofachkraft) or a person qualified to test (befähigte Person).
