Basics
Is DGUV V3 testing really mandatory?
Yes. DGUV Vorschrift 3 is an accident prevention regulation and is binding on business owners. In addition, the German Ordinance on Industrial Safety and Health requires work equipment to be tested before first use and at recurring intervals thereafter. Anyone unable to produce a documented test has a problem with the employers liability insurance association and their insurer if damage occurs, regardless of whether the device was the cause.
At what intervals does testing have to take place?
The interval follows from your risk assessment. DGUV Information 203-071 gives guide values: for portable devices in office and practice environments usually 24 months, considerably shorter in harsh conditions, and for fixed installations four years as a guide. For medical devices the manufacturer specification applies. We propose the interval for each group of devices, give our reasons and record it in the report.
Which locations do you cover?
The focus is on Heidelberg, Bruchsal, Karlsruhe and Mannheim, plus the Rhine-Neckar district and the Karlsruhe district. Within a radius of 15 kilometres of our registered office no travel is charged, beyond that per kilometre. For places outside, simply ask. For larger jobs we travel further.
Do you also test for private households?
Our services are aimed at businesses, practices and studios. The testing obligation under DGUV Vorschrift 3 applies to employers; in a private household it does not exist in that form. If you have commercially used rooms in a residential building, do get in touch.
What is the difference between maintenance and testing?
A test establishes whether a device is safe and documents the result. It changes nothing on the device. Maintenance is meant to prevent matters reaching that point in the first place: replacing filters and seals, renewing wearing parts, checking functions, taking manufacturer specifications into account. There are operator obligations for both. For devices in beauty studios, Section 3 (1) of the German ordinance on protection against non-ionising radiation expressly requires maintenance by personnel with the necessary technical knowledge of the equipment. We offer both, either as an individual job or in a contract with fixed intervals.

Process and appointment
At what intervals does testing have to take place?
The interval follows from your risk assessment. DGUV Information 203-071 gives guide values: for portable devices in office and practice environments usually 24 months, considerably shorter in harsh conditions, and for fixed installations four years as a guide. For medical devices the manufacturer specification applies. We propose the interval for each group of devices, give our reasons and record it in the report.
How long does testing take on site?
As a rough guide: 12 to 15 portable devices per hour, a beauty studio with 10 to 15 devices in about two hours, a practice with 15 to 20 medical devices in about three hours. Each individual device is occupied for only a few minutes. We schedule the appointment outside your treatment and opening hours.
Do we have to close during the test?
No. For portable devices and medical devices we work device by device, without interrupting your business. Only when testing fixed installations do individual circuits have to be switched off briefly. We agree that in advance too and place it in periods when no treatment is running.
What happens if a device fails the test?
The device is marked and must not be used again until it has been repaired. You receive the description of the defect in the report, together with an assessment of whether a repair is economical. Once the defect has been remedied, we retest and document the result.
What do we receive after the test?
For each device a test report with measured values and the result, on the device a label showing the next date due, and for your file a register of all devices tested with their intervals. Digitally as a PDF, on request additionally on paper. That makes the test demonstrable to the employers liability insurance association, the supervisory authority and your insurer.
Will you remind us about the next test?
The due dates are in the overview you receive after the test, and on every label on the device. An automatic email reminder is in preparation; until then we call you before the interval expires, if you would like us to.
Can you fix a defect straight away if you find one?
In most cases yes, and that is the real advantage. Whoever tests sees the defect first. When testing and repair are in one pair of hands, the second appointment, the second journey and the question of who is now responsible all fall away. Smaller items we deal with during the same appointment, agreeing the effort with you briefly beforehand. For larger items you get a quote first. Every repair is followed by the repeat test, because that is required before the device goes back into service.

Prices
What does a test cost?
Charging is by number of devices in bands, plus travel where applicable. The complete bands are set out on the prices page, so you do not need to request a quote just to get an idea of the order of magnitude. We prepare a binding quote as soon as we know which devices are present and how many.
Do we get an electronic invoice?
Yes. On request the invoice comes as a structured electronic invoice in XRechnung or ZUGFeRD format, meaning a machine-readable data set rather than a PDF to be typed out again. It can be imported and processed directly in your accounting. If you prefer a PDF, you get a PDF. Just tell us when placing the order which format and which invoice address we should record.

Maintenance and repair
What is the difference between maintenance and testing?
A test establishes whether a device is safe and documents the result. It changes nothing on the device. Maintenance is meant to prevent matters reaching that point in the first place: replacing filters and seals, renewing wearing parts, checking functions, taking manufacturer specifications into account. There are operator obligations for both. For devices in beauty studios, Section 3 (1) of the German ordinance on protection against non-ionising radiation expressly requires maintenance by personnel with the necessary technical knowledge of the equipment. We offer both, either as an individual job or in a contract with fixed intervals.
Can you service our IPL device completely?
The electrical safety test, the visual and functional inspection, the replacement of wearing and standard parts, and fault diagnosis and repair following manufacturer specifications: yes. What we do not take on is replacing flash lamps and handpieces, calibrating the radiation output, software updates of the device control system and the validation of autoclaves. With most manufacturers this work is tied to an authorisation that we do not hold. We organise it for you and test the device for electrical safety again afterwards. We prefer to say this beforehand rather than afterwards. Anyone promising you an all-inclusive package at this point either holds the authorisation or has a problem.

Installation and upkeep
May you install without being in the installer register?
Within the scope of maintenance, yes. The register of skilled crafts (Handwerksrolle) and the installer register of the network operators are two different things. Entry in the register of skilled crafts confers the right to practise the electrical engineering trade. The installer register is only required where the network operator is affected. In concrete terms: repair, maintenance, connecting devices to existing supply points, control cabinet building, smart home, network and security technology we take on without restriction. Building new customer installations, all work at the meter panel, and registration and commissioning with the network operator we do not take on. For wall boxes and photovoltaics we work with a registered partner company instead.

Does device testing also cover our obligations under NiSV?
Partly, and the distinction matters. The German ordinance on protection against the harmful effects of non-ionising radiation contains two different obligations. The expertise requirement under Section 4 concerns you as the practitioner: it is about the safety of the treatment applied to a person and is acquired through specialist courses. The maintenance obligation under Section 3 (1) concerns the device and requires personnel with the necessary technical knowledge of the equipment to carry out inspection and maintenance while taking the manufacturer specifications into account. It is this second part that we take on, together with testing to DGUV Vorschrift 3. What the ordinance expressly does not require is a recurring technical test by an external third party. Anyone telling you otherwise is selling on an argument that does not hold. The maintenance obligation you have as the operator is reason enough on its own.
